feat(neomutt): wrap neomutt with urlscan, remove flag legend

- Add `communication.neomutt.package` option wrapping neomutt with urlscan
- Replace standalone urlscan in home.packages with the wrapped package
- Drop flag_legend.txt and its `gl` macro binding
